1259391 - Responsive design button enables Responsive mode in a wrong tab if toolbox is detached

STR:
1. Open http://example.org/ in a new tab
2. Open devtools, dock it to the bottom side of the window 
3. Open https://ya.ru/ in a new tab   (optional: open devtools in that tab)
4. Switch to the tab from Step 1, detach toolbox in separate window
5. Switch to the tab from Step 3
6. Switch to devtools window from Step 4
7. Click "Responsive Design Mode" button

AR:  The tab from Step 3 switched to Responsive Design Mode
ER:  Either X or Y or Z
 X) Nothing
 Y) Browser window should be placed below toolbox window and the tab from Step 1 should be selected
 Z) An alert or popup panel or something else saying that tab from Step 1 is not visible

I can reproduce, and I see how that could be confusing!  We should try to clean up how we target tabs from a detached toolbox.

I can't reproduce this anymore and will close the bug as invalid. Feel free to reopen the bug if you think this is a mistake.
