Page not redeered properly.  Page is layed out with menu across top, columns
down each side, and bulk of content in the middle.  Page renders with the two
columns at the left, the top menu below the columns, and the bulk content below
that.  Works properly in 4.76 & IE5.0

btw, this is NOT new behaviour, it's been doing this for months, I'm just
getting around to reporting it.  I can't say for sure that this page ever
rendered properly.  Anyway, it's not something that recent changes broke.

I see this too.  Page is misusing floaters....  Need to narrow down the window
to reproduce (so that the floaters will not all fit).
