1260779 - crash in _alldiv mp3 files crash browser

I've duplicated this bug in multiple cases and bug reports including those listed below. It appears to be a problem with how Firefox since version 45.0.0 handles SOME mp3s. I'm still investigating the encoding processes for the MP3s that generate a crash but thus far this MP3 is fine:

However these mp3s ALWAYS crash Firefox browser on multiple x86 platforms, Windows, Mac, Linux.

Chrome, IE, and Edge do not appear effected. 

It should be noted that,
http://will.illinois.edu/nfs/webstream_roll_in_generic_2_2.mp3
has been on the web an active use for at least 2 years before the problem was introduced around firefox version 45.
