Steps to reproduce:
With the latest FF Nightly: The scroll bar has a slider which appears to be missing from this version. The previous update did NOT have this problem.

I have a similar issue with 60.0 and 60.0.1 under SuSE Linux.
See attached screenshot parts:
Correct with 59.0.3:

I already tried with a complete new profile and 60.X, no change.
The scroll arrows are missing in 60.X and they are correct in 59.0.3
