1261482 - Implement onboarding page variations - user actions & 3-step FxA

Build "user action" onboarding pages to be displayed in both first and second run positions.

Pages will features "space" theme and will share a layout. Variations are:

A:
- pin firefox
- search

B:
- mobile download
- private browsing

The third onboarding page variant follows the design of the user action pages above very closely, so going to rename/re-purpose this bug to account for all 3 variations.
