Environment: Nightly
Device: Xiaomi mi i4 (Android 5.1.1);
Build: Nightly 48.0a1 (2016-04-03);

Steps to reproduce:
1. Install the nightly build 
2. Enter app and proceed to the history tab

Expected result:
History Tab should display information about History management "Websites you visited most recently show up here. Psst:using a New Private Tab won't save your history"

Actual result:

History tab is blank

Is there a better bug than 1157541 that this can block? That bug seems like a bit of a dumping ground, so I think we should have a smaller-scoped bugs directly related to the combined history panel (i.e. things that should all track 48).
