It's possible to accidentally deform panels in Debugger, so some buttons become invisible

STR:
1. Open Debugger, make sure it's in horizontal mode and less than 400px in height.
2. Resize right sidebar so that it was at least 50% of debugger in width. Hide right sidebar
3. Resize left sidebar so that it was at least 50% of debugger in width. Show right sidebar
AR: Panels in Debugger deform and some buttons (e.g. pretty-print) become invisible
ER: User should be protected from such occurences for toolbox of sane width.
