when no other windows are open, the keyboard command for a new browser window,
new Messenger window, and new message window do not work.  The menu commands
still function fine.

Reproducible: Always
Steps to Reproduce:
1. run application
2. close all windows opened automatically, if any.
3. use the keyboard shortcut to open a new window (i.e. 'Command+N')

Actual Results:  no new window opens

Expected Results:  a new browser window should have appeared.

This after importing a netscape profile from Netscape 4.7.9. other problems have
dissappeared when using a fresh profile, this may as well. (have not tested yet)
