1262964 - Crash stacks with large numbers of threads.

All the stacks I looked at for bug 1256992 seemed to have a lot of threads, some in the thousands.

It's possible that this was causing bug 1256992 in some way as the broker services initialisation does try to create a new thread.

Filing a separate bug with examples, in case this is some underlying problem, of which bug 1256992 is just a symptom.

We don't have STR, this was just an observation from a previous crash bug.
