Steps to Reproduce:
1.Open the browser.
2.go to the mail/news window.
3.Open a new message,drag the attachment file into the new message.

Expected Result:
The attachment file should be dragged into the new message.

Attachment: This is a new patch for this bug,i had tested,it was fine.

somebody can rv my patch,Thank you!i found can send a mail include a remote
attachment,so i give the compose a attachment url like drag a mail and drop it
into attachment pane,so mailnew can send this mail ok!

I had cut some excrescent codes in my patch, then it will make it more clear.
I added tested my patch, it can work fine with imap and pop3.  I think we
should added for a new feature.  Please rv=? &sr=?
