Can't create mail folder when offline.

Reproducible: Always
Steps to Reproduce:
1.go offline
2.right click imap mail account, select "new folder"
3.when "new folder" dialog appears, create a mail folder, then click "ok" button

Actual Results:  nothing happens

Expected Results:  
case 1: disable "new folder" menu item when offline.
case 2: prompt that "can't create new folder when offline" and ask if the end
user want to go online. if the answer is "yes" then go online and create the
folder, else report error and close the dialog.

yes, create folder is supposed to be disabled while offline. There should be a
bug already filed about that. This would be a dup of that bug.

i think there are many ways to fix this bug but this may be the simplest.
