We have new hardware for the hgweb machines. This bug tracks serving requests from it.

hgweb[11-14] are now serving 100% of https://hg.mozilla.org/ traffic. There are still a number of actions to take before we can call this bug closed.

I've downtimed hgweb[1-10] in nagios for 7 days.

I stopped the vcsreplicator daemons on hgweb[1-10]. The servers aren't serving traffic and having them continuously receive replication events will adds more overhead to the production systems.
