Sure I can track this bug some.  I noticed what you noticed with the settings app.

Did you want me to try hacking my wifi config on my device and seeing if I can get wifi to connect for my device to test it?

We should probably get settings working right though.

I should note that I tested on an engineering non-B2G_DEBUG=1 and settings doesn't crash on the inbound.  I tried using webrtc, but the site failed to load via SIM.  I think the B2G_DEBUG=1 is facing the issue with : bug 1263308

I could be mistaken?  Gaia Debug seems very unstable...
Naoki, thanks for investigating! I build with B2G_DEBUG=0 and successfully tested with the URL given in bug 1262808, comment 21.

Resolution: --- → FIXED
Looks like the webrtc crashes on the phone on an inbound build for the reason of oom : 
E/qdmemalloc(  296): ION_IOC_ALLOC failed with error - Out of memory
E/qdgralloc(  296): gralloc failed err=Out of memory


I also verified this with an inbound build.
