Steps to reproduce:

1. Start Firefox 46 and 47
2. Compare scrollbar rendering between 46 and 47+. Please find attached videos


Actual results:

In 47 and later version, scrollbar rendering delay.


Expected results:

This is the intentional result of the multi process changes. The window resizing is more responsive but as a result the content area painting appears laggy, and that includes the scrollbars.
