All websites show background & other colors based on "Window" color when using Classic Theme on Windows 7 and no background images are displayed.

Steps to reproduce:
1) Right click on desktop, go to Personalize, select Windows Classic Theme, and click on Window Color to bring up the "Window Color and Appearance" settings window.
2) Under Item, navigate to Window, (which controls the background and text color of Windows native text fields such as in Notepad,) change Color 1 to rgb 165 173 248 and Font Color to 15 117 105. (These are just the values I am using but they are not white or black and should be very indicative of this bug.)
3) Apply settings.
4) Visit a few webpages.
Actual results:
All websites have background colors corresponding to the Window background color set in the Windows Classic theme, and the text color corresponds to the font color as well.
No background images are shown either for the most part.
Also, some but not all images are not shown.
And, text entry box borders are not visible since their background is the same background as that of the surrounding space.
Expected results:
Pages should have had background images as well as colors set by their own CSS, and all images should have been displayed. Page rendering should have been pretty much exactly as expected. Browser should not have failed the acid test.

Does it happen in a fresh profile?
Some bugs about system/user colors have been fixed in the latest versions, could you update to 45.0.2 and test with a fresh profile.

Yeah I still have the same rendering problems with 45.0.2.
