1265350 - Add a preference to set the home page as the new tab page

The new tab page currently goes to the Top Sites.

The home page can be triggered by tapping the home button.

The user should be able to select 'Going to the Home Page' instead of Top Sites.

The discussion in https://docs.google.com/document/d/1AC28wspOVC-yNo2B1iBmrddMPBLF0tmS3T7XabKYxb4/edit suggests that this should be closed as INVALID.

I can put this as a setting with minimal additional complexity that defaults to false, though this feels like needless complexity. 

Is it worth it? Do you have strong feelings tecgirl?

Sure, I think it is not necessary to set home page as new tab page.

Agreed, not necessary.
