If you enter reader mode on a page (e.g. http://www.gutenberg.org/files/3300/3300-h/3300-h.htm) and scroll down, we go into a "fullscreen" mode where the android notification bar is dimmed. However scrolling back up exits this fullscreen mode very easily, it looks like even after a single pixel is scrolled. It's very easily to trigger this accidentally, feels like there should be a threshold of a few pixels before it triggers.
Things are worse on Nightly with APZ, in that the fullscreen state seems to "flicker" on and off as you scroll upwards when starting in a strable fullscreen state.
