[Steps to reproduce]:
1. Install the latest Nightly 48.0a1
2. Go to about:addons -> Plugins -> wait for the "Widevine Content Decryption Module provided by Google Inc." plugin to be downloaded and installed
3. Install the User Agent Switcher add-on from:
https://addons.mozilla.org/en-US/firefox/addon/user-agent-switcher-firefox/?src=ss
4. In the Navigation Bar, look for the User Agent Switcher add-on and set Google Chrome as a desktop browser
5. Navigate to Amazon videos and start playing multiple different trailers in different tabs (7 trailers in my case)

6. From Add-ons Manager -> disable the Widevine CDM plugin
7. Right click on the Add-ons Manager tab -> select Reload All Tabs
8. Click on some of the tabs while loading
9. Navigate through all the opened Amazon tabs. 


[Expected result]:
All the Amazon tabs should contain the Digital Rights Error.

[Actual result]:
After step 9, the actual results may be different as follows:
1. In some cases 2-3 tabs are containing a "Silverlight Problem" message while the rest of the tabs contain the "Digital Rights Error".
2. Sometimes 2-3 videos start playing using the Silverlight plugin (the Click-to-play doorhanger shows that the Silverlight plugin is being used).
3. If step 8 is skipped - all the tabs contain the Digital Rights Error.
4. If step 8 is skipped - all the tabs are being loaded using Silverlight as a plugin.

This is not a regression.

Amazon should fall back to Silverlight. Is the issue still reproducible?
This is probably related to or a dupe of bug 1265336, which Amazon believes is a race condition on a slow network that should not affect their production environment (Firefox release users). Their video player needs to ask an Amazon server whether it should use Silverlight or Widevine. If the network response takes too long, then the player defaults to Silverlight.
