126577 - Browser window minimizes and then restores when certain pages are open

When the Mozilla browser launches maximized to a default home page (in this
case, www.cnn.com), and one tries to minimize the window, the window minimizes
and then rapidly reappears in non-maximized ("restored") mode. The "restore"
function is normal.  Though at first the bug appeared to occur only when the
default page is loaded, it occurred even when bugzilla.mozilla.org was loaded
(and occurs as I type).  This leads me to suspect that the bug is independent of
the content of the page(s) being viewed.  Furthermore, the bug will not occur if
there are any other non-minimized instances of Mozilla "behind" it (in other
words, minimization must lead to desktop display).  Since this bug is difficult
to "nail down" (with so many variables involved), I would be more than happy to
answer specific questions and provide system configuration information, if
needed.  I have not attempted reproduction of the bug on the X Window System in
Linux.

Reproducible: Sometimes
Steps to Reproduce:
1. Set a default home page (i.e. www.cnn.com or www.proaxis.com).
2. Restart Mozilla (making sure that it was maximized upon closing, so that it
starts maximized on reload).
3. Attempt to minimize browser window.

Actual Results:  Window minimizes, then quickly reappears in a partial window,
about 1/3 of the maximized size.

Expected Results:  Window minimizes and stays minimized.

This has been the case for a while on Win98, and is the recurrence of an older
bug (don't know the number; if I find it, I'll post), and I think it's a dupe.

This too has just started happening to me on 98SE. I had just installed Moz
0.9.8 and it immediately started. No notice of this on Moz 0.9.7.

If there is any window showing when the Mozilla window is minimized then it does
not pop back in the "inbetween" (restored) state. If a full screen mozilla
window is minimized while another window is present, and the mozilla window
stays on the task bar, and this other window is minimized, the Mozilla window
will pop back from the task bar.
