See video here: https://www.youtube.com/watch?v=TeqK33DzgvE I can reproduce this on a Nexus 6P and Sony Z3C. It happens only when long pressing a single word heading or the first word of a multi-word heading.
I can select the word with "layout.accessiblecaret.extend_selection_for_phone_number" off. Might be a dup of bug 1265750.
Ah! And why I couldn't repro :)
