[WebVR] Using Oculus SDK 1.3.2 and today's nightly fails to go to headset mode

Details
1. install 1.3.2 sdk
2. download & install : http://archive.mozilla.org/pub/firefox/nightly/2016/04/2016-04-22-03-02-23-mozilla-central/
3. go to mozvr.com
4. select headset mode
Expected: headset is detected and goes into headset mode
Actual: nothing changes on the headset.
Note:
1. verified that oculus headset works by using the demo

I am also running into this issue with 1.3.2 SDK using latest Nightly and latest Aurora builds.
Tested with a DK2 device on Windows 10x64.
OS: Unspecified → Windows 10
Hardware: Unspecified → x86_64

1) Turns out that an underpowered graphics card won't push to the oculus device.
2) an underpowered computer (CPU) will have software install problems for the runtime.
3) there's a bug in the beta runtime where it detects the device correctly. Sometimes you have to turn off and on the device.
In essence you have to match the spec or better.
Current spec :
Video Card NVIDIA GTX 970 / AMD R9 290 equivalent or greater
CPU Intel i5-4590 equivalent or greater
Memory 8GB+ RAM
Video Output Compatible HDMI 1.3 video output
USB Ports 3x USB 3.0 ports plus 1x USB 2.0 port
OS Windows 7 SP1 64 bit or newer
