1. Controller needs to pass the language preference to receiver over control protocol
2. Receiver should use that language preference to modify the "Accept-Language" in HTTP header within the loading group
blocking-b2g: 2.6? → 2.6+
Is 2.6 planned to be finished in the next few months? I ask because I can't figure how to classify some of these presentation API bugs.

The FC day of 2.6 is 7/15 [1] and our goal for TV 2.6 is complete the API/protocol changes that affects the receiver browsing context. The detailed plan is on https://wiki.mozilla.org/WebAPI/PresentationAPI/ProgramManagement.
