1268210 - try --rebuild does not work on taskcluster tests

In https://treeherder.mozilla.org/#/jobs?repo=try&revision=de1da6117439, I used --rebuild in my try syntax, but only buildbot-originated tests were repeated; taskcluster tests only ran once.

armenzg says "trigger_bot only listens to Buildbot jobs".

Note that there's also bug 1250993, about using --trigger-tests instead of --rebuild.

I suggested on IRC to switch to "--rebuild" until there is time to rename trigger_bot and trychooser to use --trigger-tests
