2002022008, but rather old Using hosts to redirect adservers to 0.0.0.0 or 127.0.0.1, Mozilla insists on confirming the rejection of each call for an ad image by popping up a dialog that prevents loading progress until OK'd away. These popups sometimes steal focus from other apps. No purpose is served by confirming each rejected adserver request, other than to make one use a smarter browser instead.

Bug 111904 same or related?
This is a dupe, but in my testing, I found 0.0.0.0 worked while 127.0.0.1 did not. *** This bug has been marked as a duplicate of 111904 ***

"These popups sometimes steal focus from other apps." is what I wrote, but the reality is that if you switch to another app right after starting a Mozilla page load, Mozilla will always steal focus from the other app. Accordingly per http://bugzilla.mozilla.org/show_bug.cgi?id=28586#c185 this should not have been duped to bug 111904. Since that bug did not specify the right bug this should have been duped to, and six different searches failed to find one, reopening.
