1269727 - "cak" locale listed in shipped-locales is not in l10n changesets

Update verify tests failed in Firefox 47.0b2 trying to find updates for "cak" locale.

We generate update verify configs based on shipped-locales, which contains "cak" locale (see http://hg.mozilla.org/releases/mozilla-beta/rev/589bd8060a90), but the l10n changesets from the dashboard do not (see http://ftp.mozilla.org/pub/firefox/candidates/47.0b2-candidates/build1/l10n_changesets.txt).

We should decide if we want this locale in shipped-locales in beta or keep it as a aurora-only locale.

At the same time we need to fix-up the patcher configs and remove "cak".

I've dug into the artifact that created this, and fixed it. For Beta2 we'll have cak again.

What exactly triggered this problem, I don't know. I replayed what the automation should have seen, and it saw them, and created data as needed.

The artifact was that 'cak' was not enabled on beta according to the dashboard, I did a sendchange for browser/locale/all-locales, and it was.

I don't have logs back from merge-day, so no idea what precisely failed.

Thanks! Sounds like the next beta (beta3) should be automatically healed. I'll keep the bug open to verify.
