You can test at the end of this blog post: http://libre-ouvert.toile-libre.org/index.php?article54/sous-titrer-des-videos-html5-balise-track Video doesnt have subtitles even if track is used.
I reproduce on Ubuntu 12.04.4 x86_64 with Firefox 46.0 Subtitles work on this page: http://www.html5rocks.com/en/tutorials/track/basics/ The difference is the codec type='video/webm; codecs="vp8, vorbis" => work type="video/ogg" => don't work
