1270219 - The mixed-content meta-csp tests are just broken

They never actually output the relevant <meta> tag.

Fixing this may fix some intermittents in these tests too, if they're still around.

Try run at https://treeherder.mozilla.org/#/jobs?repo=try&revision=034910a505c1 (these changes are in the tip changeset with the try syntax), and looking good so far on Linux...
