[RFE] Need a preference setting to set http version number

Details
We should have a preference setting to allow the http version number to be
changed similar to the setting in the mozilla debug menu. In 6.2 you can only
change this by editing all.js. This would allow users to easily switch
versions if they suspect a site isn't 1.1 compliant.

gagan: this bug is marked nsbeta1, but if i don't plan to fix it by mozilla 1.0,
then what mozilla milestone should i use as a target?
Priority: -- → P3

excuse me, but isn't this a bugscape bug? The HTTP version preference UI
already exists in Mozilla...

bz: its currently a debug preference. i want to make it an advanced preference
instead. "debug" sounds like something that might not always be part of the
preferences dialog, hence this bug.

Why not a "Network" root entry ?
Privacy (move Security to Networking)
Networking -(general settings like Http version, FTP Password..)
- Proxys (with Http1.0 for Proxys)
- Cache
- SSL
- Ceritficates
- Validation
lets target it for moz1.01. We can retarget when we know better. Whoever
nominated this for nsbeta1- can you pls. add your justification for doing so?
Target Milestone: --- → mozilla1.0.1

-> moz 1.0 to better reflect nsbeta1 nomination.
Target Milestone: mozilla1.0.1 → mozilla1.0
