Steps to reproduce:

Chrome already removed support for secp521r1 curve, Firefox should do the same.
Telemetry also shows that it is used in <0.000002% handshakes, which is a small enough to warrant removal.

https://bugzilla.mozilla.org/show_bug.cgi?id=1129077 is about secp521r1 curve support in NSS. NSS might want to keep support for as many ciphers as possible, since Firefox is not the only user of NSS.
