relative sizing doesn't work in tree columns

Using relative sizing for widths in the tree columns doesn't seem to be working.
This is referring to using "width=5*" as a style. I've tried this in both the
bookmarks and mail trees and all columns come out the same size even though the
numbers weren't the same. I tried this in an html table in apprunner and it
worked.

I implemented the capability to do this for fixed tables. Now I'm waiting for a
CSS bug to be fixed, and then we'll be in business.
