For style sheet additions that are appends to the list of style sheets, we should have the ability to rebuild the RuleCascadeData (probably destroy all the non-current ones and maybe add new rules and new media query conditions to the current one) without redoing the cascade for all the existing rules.
Or, at least, we should measure to see how useful this might be.
