"One concern I have is that in the case where the user hasn't modified any prefs, the page doesn't quite clarify that the problem is probably with the server or somewhere in the network (i.e. it's not Firefox's fault and it's not the user's fault)."

When the preferences are the default perhaps some text should mention: "Your network security settings are set to default so the issue is likely with the website itself."

This relates somewhat to the issue here: https://bugzilla.mozilla.org/show_bug.cgi?id=1273696 in that potentially replacing the intro paragraph may make sense in these particular conditions.

error: "a secure connection can not be established; the authenticity of received data could not be verified; please report this to the site owner::"
It needs to give a detailed description on why the authenticity could not be verified as well as the option to ignore that like the default at http. Depending on this data the user will be capable to figure out whether the problem may likely be temporary (as in my case) or whether it is f.i. a consequence of the site owner not having updated the security certificate. An error message as general as this does not help and I believe this issue shall really be fixed.

A retry button does f.i. not help for an outdated certificate so please give the option to ignore the error. Severity shall be higher than S3. There must be a way to view the site.

The last needinfo from me was triggered in error by recent activity on the bug. I'm clearing the needinfo since this is a very old bug and I don't know if it's still relevant.
