ECL can be build as a separate library. But the build isn't working and I think this is not necessary anymore.

This removes the unnecessary Makefile and the related section in README in ecl.

After getting feedback only from Hanno, whose use case can be solved using the patch from bug 1253910 [1], I think we can land this.
