At some point it occurred to me that my Flash plugin wasn't loading properly. 
Changing to a new prefs.js file fixed the problem.  I finally tracked it down to
the disk cache setting in the Preferences.  If the disk cache is smaller than
the embedded content, it won't load.

Bug 90857's text log seems to imply that this is intended behavior; if so, I
think some warning should be included to prevent people from wondering why their
plugins don't work any more.  I didn't see anything in the release notes.

FYI: I have lots of RAM, so I prefer to keep my cache in RAM instead of on disk.
