Spinning out from Bug 1271752.

Once Bug 1276007 is fixed, I would like to add UseCounters for CSS shorthand properties (e.g., MozAnimation) and aliases (e.g., WebKitAnimation).
(MozAnimation is both a shorthand and an alias, maybe not the best example)
