[Testing Steps]
0. Prepare 5~6 Fennec devices
1. TV and Fennec link to the same network domain
2. Send tab from Fennec to TV
3. Repeat step 2 for different devices
[Expected result]
Every device should be able to send tab to TV if in the same network domain
[Actual result]
Only two devices can send tab successfully
Other Fennec devices will show "Failed. Please try again" and show a banner on TV to notify there receives a webpage from another device but no any action after banner shown.

Environment: 2.6 Nexus Player

Verify again with the latest build, cannot reproduce this problem.
