maildir issue encountered with an imap account.

This is a tiny, not normally logged in account (luwsm/not gmail) that I had set to use maildir for testing purposes.  I do not recall when I changed the account to maildir - but it was a while ago.  A recently noticed the entire drafts folder (3 messages) was redownloading every minute. I do not know when this behavior started nor do I know what precipitated it.  My working theory is perhaps an addon induced it. 

aceman and I discussed on 5/29. As a result I unsubscribed the drafts folder, and resubscribed. Things returned to "normal". I ended up with a Drafts-2 directory with cur and tmp. There is also a Drafts-2.msf dated 5/29/2016.  Reconstructing from IRC conversation and the account directory which I copied before doing the unsubscribe ...

Drafts-1      0  6/20/2015 (NOTE THE YEAR)
Drafts-1.msf  2k 5/30/2016 (per the COPY of the directory)

NO Drafts-1 directory for maildir

Questions:
- Was it in this state from day 1 when I changed the account to maildir?
- If not, how did directory get in this state?  
- Might some other maildir users have similar issue?
- Is it a bug that we don't detect this state?

I haven't seen this since. But still can't explain why the problem occurred - so leaving bug open
