Steps to reproduce:

1. Open scratchpad using Firefox developer edition 49.0a2 on Windows 10
2. Enter enough text so that the scrollbar appears
3. Move cursor over scrollbar and attempt to click and drag scrollbar



Actual results:

Cursor is the caret icon and the scrollbar does not appear to be select and does not move when one moves the mouse.


Expected results:

Scrollbar should have moved when dragged with the mouse. The cursor should also have changed when it was over the scrollbar.

This not only affects the scratchpad but also other editors, such as the Debugger and Style Editor in the Developer Tools.
