STR: 1. Open Dev Tools. 2. Focus the "Close Developer Tools" button on the tool bar. 3. Press right arrow. Expected: Either nothing should happen or focus should wrap around to the first button on the tool bar. Actual: Focus moves out of the tool bar into the active Dev Tools panel. 4. Focus the "Pick an element from the page" button on the tool bar (#command-button-pick). 5. Press left arrow. Expected: Either nothing should happen or focus should wrap around to the last button on the tool bar. Actual: Focus moves out of the tool bar into the web document.
