User Story

We need a way to localize the Go Faster addons with L20n.  We can't assume any Gecko dependencies will have landed because these addons don't ride the trains.  We need to do the language negotiation on the client side (as opposed to using the L10n Registry).  This might end up being very similar to the Web version of l20n.js.
