'Suggested reviewers' should hint about review load, not just about pending reviews

Currently 'Suggested reviewers' tells how many reviews some reviewer has in queue. 
That isn't too useful, if we want to even out reviewing a bit.  Could we hint about overall reviewing load. So perhaps reviews done during the past 7 days + how many patches are in the review queue?

(I don't know whether we use suggested reviewers at all in MozReview. If we don't do that, we should.)
At the moment reviewing overload may not apply to too many developers, but that is possibly because some devs haven't been accepting reviews recently.
But that, except in case of vacations and so, tend to hint that there are some issues either in the processes we use or in the tools or both.
