[Affected versions]:
- Firefox 48 beta 2

[Affected platforms]:
- Ubuntu 16.04 32-bit

[Steps to reproduce]:
1. Start Firefox with clean profile
2. Visit http://testsafebrowsing.appspot.com/
3. Click on any item from 5 to 7.
4. Save file
5. Repeat step 3 so that the warning icons can be seen
6. Enter customize
7. Move download icon to Panel
8. Move download icon back to toolbar or menubar
9. Repeat step 3

[Expected result]:
- No layout issues can be seen

[Actual result]:
- Artefacts from download animation are displayed

[Regression range]:
- I can only reproduce this on 48 beta 1 and 2. Tried with latest Aurora 48.0a2 version but I could not reproduce, so it's something we introduced in 48 beta.

- Not sure if this should be on Core: Layout component or not.

The frontend code for this didn't change in the last few releases, so I'm moving the bug to the Core product.
