There have been a few issues around prefetch that have caused me to pref it off for the last 2 aurora cycles. Instead of having to do the patch approval & uplift dance every merge day to maintain that state, let's just ifdef the pref to nightly-only until we're more confident in prefetch. Hopefully this will be a short-lived ifdef.
Patch to enable by default on nightly, disable by default everywhere else.

nit: a bit more readable could be to only ifdef the true/false argument (probably doable only in the cpp file).
