1282010 - hitting 'r' in treeherder doesn't retrigger taskcluster jobs

typically when there is a failure, I like to retrigger the job a few times to ensure that it isn't a perma failure.  I have tried a few different times to retrigger the failed jobs on:

this is not working, so I assume the 'r' key is broken.  This is pretty critical functionality.

I setup a pulse listener to both the production and staging job-actions exchanges and only a message came through when I retriggered on staging. I was not able to receive a pulse message from production.  Ed, are there any known issues?

I'm facing the same issue.
pulse_actions queue has no messages, however, I've been listening since yesterday afternoon.
