beetmover: https://dxr.mozilla.org/mozilla-central/source/testing/mozharness/scripts/release/beet_mover.py

to simplify the process, we could mirror what we do for release promotion and move signed artifacts from previous tasks in the nightly graph over to the nightly latest/ dir/bucket

in addition to the prod location, we will want the ability to move bits to a developer environment/bucket  so we can 'test' nightlies on try. this will be decided by the graph and auth permissions of the graph creator
