Update description for E10S
The E10S_STATUS histogram is an enumerated histogram and when created we had reserved a number of extra buckets before using them, in order to not need to change the probe name. These new values are in use now but the description wasn't updated, which makes it a bit worse to understand the data when looking at it at telemetry.mozilla.org

Approval Request Comment [Feature/regressing bug #]: description not updated with newest possible values used for this data [User impact if declined]: understanding this probe's data on telemetry.mozilla.org becomes a bit more cumbersome due to the outdated description [Describe test coverage new/current, TreeHerder]: not part of the build [Risks and why]: this string is not included in the build, just used by telemetry.mozilla.org [String/UUID change made/needed]: n/a for builds
