Currently on beta (62ac8a), opening the menu will highlight the new tab button. Likely a regression with top-tabs.

This isn't highlighting the new tab button but rather showing that the new tab button is disabled because the menu is open. The private mode button/address bar buttons also do the same thing.
The highlight / disabled state is the same color. But I don't think that is a problem.
