Per bug 1272776 comment 21, it seems migration from IE might be broken on 64-bit Firefoxen on Windows. Perhaps there's issues in the windows history APIs we're calling? AFAIK that's the only C++ code involved, so that seems like the most likely cause without diving into it any further.
