OK, the summary is not so clear due to my poor english.

Steps to reproduce:
1. Sidebar opened. open a bugzilla bug list (e.g. bugs already
reported today)
2. sidebar is filled with a list a bug numbers. Hovering over
a bug number makes a "tooltip" with the bug title to appear.
This tooltip disappears if you move the mouse to another bug
or exit the sidebar pane.
So far, so good.
3. Raise another window (any window will do the trick e.g. NT file explorer).
4. Position this window so that its left edge is on the left of the side bar
separation bar and so that bug numbers are still visible.
Keep the new window focused.
5. Now hover on a bug number. The tooltip appears.
6. Now move, FAST ENOUGH, the mouse horizontally to the left until you cross the
border of the new window. The tooltip doesn't disappear.

We don't do anything in particular to hide the tooltips in the sidebar. Over to
XPToolkit/Widgets for a look. Recommending against a nomination for nsbeta1.
