1284460 - Document that a bug must be filed when adding/updating Hawk credentials

It's useful to have a bug on file for any additions/changes, since:
* If there are any ever issues with submissions to our API using a certain set of hawk credentials, we have a bug that can be used either in a dependency tree, or can be directly commented on, should we need to revoke authorisation, or chase up bad submissions.
* If someone suddenly mentions their credentials stop working, we can more easily work out if intentional changes (eg credential rotation or de-authorisation) has taken place.
* It helps with bug 1277269, where we're needing to keep the Heroku stage instance in sync with any changes on SCL3 stage.
